NBCA Stafford Springs woman is due in court Wednesday after her 3-year-old died from acute methadone intoxication earlier this year, state police say. Twenty-four-year-old Jessica York was charged with manslaughter, three counts of reckless endangerment and three counts of risk of injury. On April 22, state troopers responded to a report of an unresponsive child on Old Birch Road around 10:52 a.m. by York. The mother told police she’d put her child to sleep the night before but couldn’t wake him the next morning. Court paperwork said York told dispatch, “He’s cold” and “He’s purple and there is puke … he’s on his side … he’s stiff.”

In the arrest warrant, it states a state trooper arrived at the Old Birch Road home and spoke with York. She said she last saw the boy the night before around 8:30 p.m. “York said she checked on the deceased early this morning, but did not specify what time it was. She assumed he was sleeping in and left him alone. York checked him later in the morning and found him unresponsive,” according to the arrest warrant. 

Another state trooper, “observed the residence to be in deplorable condition. He observed the house to be filthy with garbage throughout the residence. There were unwashed dishes and old food scattered about the kitchen counter. He observed a kitchen knife unsecured on the kitchen counter. York’s bedroom was in complete disarray. He observed leaves and dirt on the nightstand next to her bed.”

In York’s room, the paperwork states, “there were numerous amounts of empty white wax envelopes/packs that were consistent with drug and or ‘Heroin’ packs … that were on and around a paper plate that was on a nightstand … the height of the nightstand was approximately 29 inches tall and appeared easily accessible for a small child.” State troopers said York is a known heroin user.

According to the arrest warrant, York said that the wax envelopes found in the bedroom were from three years ago and had been placed in a garbage bag in the basement. She told police she was searching for a birth certificate in the bag and dumped the contents out on her bedroom floor.

“York explained that when she saw the heroin packets fall out, she panicked and left her bedroom, locking the door behind her. York explained that to lock the bedroom door, there is an eye hook, but she admitted that sometimes she forgets to lock it so the children can get into her room. York explained that this happened three days ago so it is possible that the children have been in her room since. York explained that she did try to pick up some of the heroin packets and threw some away in the garbage,” the arrest warrant reads. 

York also told investigators, according to the documents, that she is a heroin addict and had relapsed last summer. The arrest warrant goes on: “York explained that she did have an empty methadone bottle on her nightstand, describing it as a square white bottle about three inches tall. York explained that the methadone is a liquid and she ingests it … York explained that ‘anything is possible’ for children to get into and it is possible that the children could have gotten into the room and gotten into ‘all that stuff.'”

While interviewing York another time, the arrest warrant reveals that investigators told her methadone was detected in her son’s blood. York “stated that she did not know how (her son) got methadone in him and that there must have been another bottle of methadone belonging to (York), in her house somewhere … during this interview … she asked … why she wasn’t being arrested now and that she deserves to be.”

At the end of the arrest warrant, state police reported that from 2014 to 2017, Department of Children and Families (DCF) received seven referrals reporting York before the death of the 3-year-old and one after. Police said the calls came from a school nurse, a physician at Johnson Memorial Hospital, a family development specialist with the Early Head Start and anonymous callers. The state police review revealed that almost all DCF investigative social worker (ISW) visits were announced to York beforehand. When workers attempted unannounced visits, they received no answer at the home. In one case, a DCF worker made an unannounced visit and York answered but said the home was not clean because she was doing laundry.

“York would only allow the ISW into a limited area in house. The ISW reported that the house was dirty, unkempt, and both kids need baths. The ISW went on the report that one kid smelled of urine, probably due to dirty diaper and there was old food on table.”

Police said that in some cases York was offered services but she declined. In one instance, police noted a DCF ISW concluded that “the risk assessment was low.” DCF responded with the following statement:

“This little boy is yet another tragic victim of the opioid crisis gripping our state and the rest of the country. In this case, we worked closely with law enforcement throughout their investigation and carefully reviewed our involvement with the family and services we offered to the mother.”

A police affidavit described the investigation in detail, discovering that outgoing messages from York’s cell phone the night before the death was reported contained rhetoric that included the phrase “kill the kids,” that she had an internet search history about injecting methadone, and that her children had been living in a “deplorable condition” with garbage and animal feces found throughout the house.

This story is everything that is wrong with society today.

For starters, she’s a junkbox. I don’t give a shit if you’re “recovering” or whatever. If there’s any chance you can relapse and start doing heroin again, you should not be allowed to live with your children. Visit them in the DCF visitors room with the rest of the slugpumps. If you want your kids back then you’ll stop doing drugs. If the love for your children isn’t strong enough to overcome your addiction then you are too dangerous to be around them, because there’s no drug as powerful as the love a parent should have for their child. Children should not be subjected to the roller coaster you call life because you have a “disease.”

Secondly, DCF was called SEVEN FREAKING TIMES!!! At first I wasn’t gonna blame them. When they were called they responded and came to the house. They reported what they had seen.

But the second she didn’t let them in her house the kids should’ve been taken from her. Just look at the outside of the house:

She’s got 24/7 yard sale look going on. I can tell what’s inside that house just by seeing what’s outside that house.

Bed sheet curtains, filthy trash everywhere on the side of the couch, and Mom is stuffing her face with ice cream in her pajamas which she’s been wearing for 48 hours straight. Take a drive through Fall River sometime. The bed sheet curtains are everywhere. If you drive by a house and see that it should be a red flag that there’s ratchetry going on inside the house.

And since when do these ratchet welfaradactyls get to tell DCF that they can’t do their job and inspect the living conditions these children are being forced to live in? DCF is not the police. They take reports on what they see. But the problem is what happens to the reports next? You saw what they wrote. Shit everywhere. Kids walking around in soiled diapers. Mom won’t let you see half the house. What good is a report like this if it can’t prompt action? I mean, how does this even work? Clearly the entire system needs to be revamped. No more second chances. If DCF shows up because the school nurse called them you don’t get to keep your kids if they’re walking around in shit filled diapers unbeknownst to you.

Of course DCF in this case showed how truly useless they were when they said that “the risk assessment was low.” Now they’re not just reporting what they see, they’re interjecting their opinion. The fact that Mom wouldn’t let DCF see half of the house should tell you that the risk assessment should be anything BUT low. Keep in mind, they came SEVEN FREAKING TIMES. If DCF comes to your house more often than the sperm donor then clearly the risk assessment for this house should be sky high. If they had written more strongly worded report and suggested that risk was high (it was) then it might’ve prompted a response and this boy would probably be alive today.

DCF got this poor kid killed. And instead of owning up to their fuckup they blame the “disease”:

“This little boy is yet another tragic victim of the opioid crisis gripping our state and the rest of the country. In this case, we worked closely with law enforcement throughout their investigation and carefully reviewed our involvement with the family and services we offered to the mother.”

No, he’s a tragic victim of your incompetence. You chose to write a soft, inaccurate report that led to him living in this ratchet drug den.

I don’t doubt for a second that DCF workers are overworked. It’s an incredibly stressful job. We used to have a contributor named Joe Social Worker who wrote some eye opening blogs for us about the day to day realities of working for DCF, and how fucked up the system is. (Maybe Joe will read this and offer their take) But in this case it has nothing to do with budget cuts or too many caseloads. The employee who wrote the report inserted their opinion that it was a low risk situation. That has nothing to do with being overworked. It’s just a terrible and lazy judgement call by someone who is paid to protect children and failed miserably.

Oh, and whoever the Dad is can fuck right off too. Where the hell is he at? What kind of man isn’t there to protect his children? According to some commenters he’s “trying to turn his life around” and get custody of the kids. Hey dicksplurge, if you can’t get custody of your kids and the mother of your children is a known junkbox living in a trash house, then you’re a piece of shit. Kids don’t have time to wait while a grown adult, whose only job is protect them, turns his life around.

It’s sad and pathetic that the world literally stops and a full investigation and drastic actions are taken when some SJW writes racial slurs on their dorm room door in an attempt to become the next victim of living in Trumps’s America. But kids? Fuck them. We’ll get to them later. Maybe if this kid had pretended he was a biracial child lynched by some racist neighborhood kids the government would pretend like they actually care about him.

    Actually I love TB like many however there is an error in this reporting as it relates to the “risk assessment” being an opinion… it’s not. It’s a computer program that formulates a level of risk based on the answers to the questions (questions can be about age of child, substance abuse hx, past dcf as a child, housing status and many many more) and then it populates what level of risk based on the answers.

    The whole story is tragic and it’s so so sad.

    A couple years ago I was in California at a sushi bar. A girl sitting next to me was getting hammered. Turned out she worked for DCF in Mass, what a small world. She told me she grew up poor in Puerto Rico and came to Mass with her parents while a child. Having a big heart and wanting to help others she got a degree in Social Work.

    Every day she goes home in tears. Her “clients” get benefits she can’t yet have new cars, show off new tattoos, brand new electronics and all are fat – her description. She could barely afford rent, had a beat up car and struggled on a single paycheck. She agreed the world was different than she expected and I told her that she was making her parents proud trying to help but leeches and slugs are taking advantage of the system. I hope she found another job.

    The problem isn’t with DCF all the time, many try hard within a system built against them. The only way to fix this is to collapse it, cut everything off for everyone forever. Rely on your family, get a job or die. Give your kids to someone who will love them, not abuse them.

    Heroin addicts like this cannot be cured, they should go quickly and unburden society. Harsh? Yes but life isn’t supposed to be easy. Unfortunately a certain Party needs this scum as voters so they are a protected class. Nothing will change.

    At one point I had contacted DCF *11 times* out of concern for 3 small children living in squalor with their junkie give-no-fucks “parents”. DCF finally yanked the kids after one of the parents’ friends achieved thermal equilibrium with the surrounding room…but prior to that there was obvious child abuse/endangerment taking place and they appeared pretty powerless to do anything about it.

    This kills me. DCF has no problem taking kids away if a parent leaves a 9 year old in the car to pay for gas, or lets a 6 year old ride his bike unattended at the end of the cul de sac. But when a child is clearly living in squalor, in eminent danger…eh, fuck it. It’s not that bad.

    Informed parents know that DCF is powerless. There was a case in a nice local town with a mother who was mentally ill and a threat to her children but she was getting a ton of child support and had the best divorce lawyer in Worcester on retainer. DCF couldn’t even get in the house to see if the children were ok. This went on for two years! DCF eventually gave up and dropped the case because they couldn’t verify the 51a that had been filed by a mandatory reporter.

      Especially with a good lawyer they are completely powerless. Parents don’t have to comply with almost anything they try to force on them. They act like they are cops in handling some very delicate situations and would get much further with parents if they didn’t act like cops. The whole system needs to be revamped before more innocent kids get hurt and more innocent families are forced into the system. They wouldn’t be so overwhelmed if the good parents, the ones who are reported because of spite or a one time unfortunate event that likely didn’t even involve the kids, the parents who do let dcf into their homes and cooperate fully had their investigations closed in a timely manner. Many many families have dcf involved a year after they complied with all of their recommendations. They say we’ll close it next month, maybe mext month. Because it’s easy money for them, like everything else it is a buisness which employs so many pitiful souls who got a batchelors degree in psychology whiteout realizing they had to double their education to be what they thought they could be. These families are harassed while the fucked up ones do whatever they want because they are not afraid of losing their kids, if they did they could be extra super full time junkbags.

          If people realized how true this is and how close anyone is to an open DCF case I’m sure change would happen much quicker. It is literally up to one other human to open a case on you, there is no recourse for proving your innocence. It is a sick system that leaves the most vulnerable kids even more at risk.

    Meth is not an abbreviation for methadone. This woman was a known addict why hadn’t the police filed a 51A with DCf? She is clearly a selfish scum bag who deserves to do some serious time. She absolutely won’t, she will go to a program and fail yet again, DCF might even give her other kids back. Someone had to know how bad this was, if my mother walked into this happening in my house she would take my damn kids herself. She definitely wasn’t on a methadone maintenance program, she bought that bottle off the street. Methadone gets a bad wrap but for people why will wake up everyday and literally hurt others by any means necessary so they won’t be sick it could be the bridge to recovery. Some people are in awful situations, they have no support system. Like you said in the last article about he Springfield lady man drug dealer, her own mother supported her in court. How in he hell is someone like that supposed to just stop doing or selling drugs? Drugs fuck up your brain especially opioids, they make it so your body will not be able to benefit from “feel good” chemicals a normal brain is able to create without having the drug. Methadone fills those receptors and over time lets the brain heal by lowering the dosage and eventually being opioid free without the long term symptoms. The clinic creates an environment for these people that they otherwise wouldn’t have. They are forced to be accountable, drug tests, groups, and 1 on 1 therapy as well as pharmacology (prescribe meds for depression, anxiety etc.) give these people a chance to get their shit together. There will always be someone abusing every system but you will feel differently when your kid fucks up, and I promise you it only takes one friend one minute to convince your perfect drunk young adult child to be the fuck up you fear so much.

    Every word in this blog article is the hard truth.

    I have had experiences with some DCF employees, and there are some very good ones. They are way overloaded.
    Nevertheless, don’t feed me the “opioid crisis in America….” line. There is no excuse in this case.

    The mother is the lowest form of life, an inch above a child sexual predator.
