Back in March we blogged about this Mass State Trooper named Jonathan Brown out of the Devens barracks, after he was put on leave for being drunk at work. Yet somehow he was not arrested for DUI, even though he clearly drove to work in that condition.

It’s outrageous that he not only wasn’t arrested, but that he immediately wasn’t fired for this. Instead he got put on paid leave. But, that’s a union thing, and we respect collectively bargained contracts and due process rights for union members. I have no problem with paid leave while they investigate because if a trooper is ever wrongly accused of something and has to go on leave, they should be able to pay their bills in the meantime. Plus, he should inevitably be terminated, so problem solved.

However, two months later Trooper Wobblypop is somehow back on the job, even with new information coming to light that he’s had dozens of internal affairs investigations conducted against him….

The NBC10 Boston Investigators found that since Brown joined the state police in 2001, he has had 36 complaints about or investigations into his conduct on the job. State police investigators found him responsible in 49 percent of the incidents.

“That’s certainly a lot of complaints,” said Al Donovan, a consultant to police departments on internal affairs investigations and a former Tewksbury police chief.

Before we go any further, how do you get 49 percent out of 36 complaints? It’s mathematically impossible. Nevertheless, these aren’t just frivolous complaints. IA is doing their homework, found that half of them are legit, and the dude is still on the job somehow.

Donovan said the more active a trooper is, the more complaints he will have, but even unsustained complaints are cause for concern.

“Complaints from citizens are an early indicator that that person has to be looked at and there’s something going on in their life,” he said.

The sample of complaints and investigations that were considered “sustained” included a tense encounter with a citizen at a Dunkin’ Donuts off the Massachusetts Turnpike in Framingham. The person recorded the 2009 interaction after seeing the on-duty trooper park in the only handicap space. In the video, Brown angrily rebuffs the citizen’s request for his name, though he finally did give it to him.

He was 1,000% in the wrong for parking in that handicapped spot:

Just a dick move that only someone who thinks they’re above the law would do. He didn’t park there because someone inside was dying. He did it because it was a shorter walk for him to get the coffee that he probably got for free by badging himself in.

After State Trooper Matthew Daigle died last year this is what Wolfe said about him in his blog:

Human garbage. Unfortunately bad cops like Trooper Wobblypop give assholes like Harold Wolfe fuel for their fire.

But sources aside, you can’t ignore the rest of Trooper Brown’s resume. There were multiple incidents of him being dickhead in uniform….

In two others, drivers say Brown screamed at them or intimidated them during traffic stops – angry, spitting and jumping up and down. According to state police documents, he told one woman that “when you see a cruiser you show respect.” He told another, “I’m going to teach you a (expletive) lesson.”

In documents from that investigation, a state police captain noted that Brown was the fourth “most frequently complained about trooper” out of more than 2,000 officers. “Someone should be looking at and saying this is an issue, because that’s not something you want to be,” Donovan said.

He’s guilty of overtime fraud….

In 2010, Brown worked eight hours of overtime on a construction detail, but also claimed he was testifying in court on a traffic violation at the same time. He charged the state another four hours of overtime for that same time.

He lied on a police report….

He even wrote in his report that the driver didn’t show up to court and therefore was found responsible for his ticket. But according to court documents, Brown was the no-show and the driver got off.

He’s a terrible liar….

When the double dipping was discovered, Brown told investigators he got his days confused, but state police ruled it employee misconduct.

The public has no receipts of his punishment because of red tape….

It is unclear how, or if, Brown was punished, because state police heavily redacted his report. Personnel information of state and municipal employees is exempt from the state’s public records law, and such information is routinely withheld from the public.

The higher ups admitted that he was a huge problem and did nothing…..

Brown’s internal affairs investigations, which are public records, did reference days without pay on some past incidents, along with repeated notes from supervisors saying that Brown’s growing file was a problem.

“These are all red flags and alerts that have been either missed or not addressed properly,” Donovan said.

Oh, and he’s a terrible driver, likely because he’s a drunk….

Brown, a patrol trooper for part of his career, has been involved in seven on-duty crashes since 2014. He also was involved in five crashes on his personal driving history since joining the force in 2001. He was found responsible for all five personal crashes and five of the on-duty crashes. 

But it’s cool because he “blacked out behind the wheel” in one incident and injured a woman….

The seventh on-duty crash, which occurred last year near Logan Airport and sent a woman to the hospital, is still under investigation. According to state police documents about that incident, Brown’s cruiser moved into the woman’s lane. Brown says he blacked out behind the wheel, and so he doesn’t remember what happened.

That’s definitely something a sober person would do. I know that sometimes I’m driving down Park Ave and I randomly black out. Happens to the best of us.

And this totally isn’t shady as hell….

In the accident report, the investigating officer at the scene wrote that “Trooper Brown was advised to submit…,” but we don’t know what he was being advised to submit to because the rest of the sentence was redacted by state police lawyers.

Advised to submit to what? A breathalyzer test? Applications to AA? How is this acceptable that critical information like this is being COVERED UP by the MSP? Still!! How many rogue troopers are there like this?

There are still unanswered questions about the March 17, 2018 incident. State police say Brown showed up to work at the Devens barracks drunk, but he wasn’t sent home until halfway through his shift. It is unclear whether he drove his state vehicle to work, if he went on any calls in a cruiser or if he interacted with the public.

Of course he came to work drunk. Do you think he teleported there? It was St. Patrick’s Day. Dude got plastered and went to work anyway because….fuck it. Why wouldn’t he? He’s been driving around, passing out behind the wheel, injuring women, abusing his power, parking in handicapped spots. etc. The law clearly did not apply to him, so why WOULDN’T he show up to work drunk? Clearly there’s no consequences for his actions.

And somehow they’re STILL talking about bringing this asshole back…

A state police spokesman said Brown would have to meet several conditions to return to full duty, and then they will decide if he is fit for duty. But state police refused to say what those conditions are.

What planet am I on right now? How freaking TONE DEAF are the MSP? Return to full duty?? Do they not realize how much trust they’ve lost from the public in the last 6 months.

Higher ups forcing troopers to alter arrest reports for politically connected junkies.

Pot dealing, money laundering, tax evading, perjuring ratchets becoming troopers because they’re fucking the brass and are good friends with the Lt. Governor and former Colonel.

The highest ranking members all resigning in disgrace.

This has all happened in the last six months. This is their opportunity to show that they are reforming by weeding out the trash. How in fuckery is it an option right now for this guy to keep his job?? Imagine any other line of work where you get wasted on the job and you’re rewarded with a paid vacation and desk duty when you return. This is a job where lives are on the line. He could’ve gotten someone killed. If a valet came to work drunk he’d be fired. But a trooper, who has much more responsibility, gets a paid vacation until he’s “clean?”

Newsflash – he will never, ever be fit for duty. I don’t care if he goes to AA and does the 12 steps. His past actions matter, and people like this don’t change their stripes. As long as they continue to employ people like Trooper Wobblypop the general public can never really trust the MSP. And that’s too bad because 99% of troopers are great people who should be trusted.

    He has another type of “disease” – alcoholism. So the can’t fire him for that. They have to get him help first. The French & Electric Blue boys and girls will keep him on the job until they can retire him with a disability. Because you know drinking is a direct cause of being a member of the MSP, as is the “heart condition” all the higher-ups get after a few years as colonel.

    Sometimes I see the state cops pull people over with just white strobes in the front and the center white spotlight in the front and no emergency lights in the rear. I figure it’s a trick to avoid triggering a dash-cam or some other device.

    This is a systemic problem that entails the culture of the organization. “I wear French blue, therefore I am wonderful”. This has been an issue with MSP for decades, and is coming to a head. As a retired local cop, we were looked upon with distain by the “high hats” when interacting with them. I think part of it falls during their training ( brainwashing) at the MSP Academy. There is always an aura of “we are better”. Part of the problem is that promotion to Colonel is required by state law from within the ranks. Hence, the culture is sustained and perpetuated. Until the cycle changes, the culture will perpetuate. In other words, the MSP needs a top- down enema !

    “99% of troopers are great people who should be trusted”.?? I think those numbers are a little high by at least 20%. If we could trust the MSP all these scandals would have been dealt with, quickly and transparently but no such luck. The vast majority of troopers will side with Brown et al by at the very least looking the other way on their bad behavior. Disgusting that he wasn’t arrested for DUI.

    And whats the deal with every State getting to pose with the Stanley Cup?? Is that in the union contract too??

    No accountability in that organization at all. The overtime scandal closed an entire troop!!

      How about the troopers who stole hundreds of thousands of dollars by submitting false time sheets? Why aren’t they in jail for grand theft? Isn’t Healey “investigating” this like she “investigated” the Boston Grand Prix that actually did steal a bunch of money after she and Mahty Walsh assured everyone, “The money’s there.” This whole state is run by criminals.

        They aren’t arrested because they enjoy the “Blue Privilege”. The laws only apply to us little people whereas they are allowed to resign and walk away free and clear. Will die of shock if anyone is arrested for the overtime (or any of the other) scandals.

      99% lol good one. In Troop E with 30 or so active and retired, under investigation for pay fraud I beg to differ. It was a systemic crime year after year. Everyone had to be aware of it especially the supervisors. It is nothing short of a Racketeer Influenced Corrupt Organization, time get serious. The State Police are thoroughly corrupt. Look how they through the book at Annie Dookhan, all the time knowing they were up to their necks in felonies throughout the ranks top to bottom, drunk driving, rape, armed robbery, felony pay fraud. Go march in another parade tell everyone how lucky we are to have you.

      Let’s see if 30 troopers represents the 1% bad in troop E alone. That would have required 3,000 cops in the now defunct and disgraced Troop E alone, for a majority of 99% to be good cops. 2,970 good cops and 30 bad cops, the numbers aren’t panning out here. It might be more like (51% of the MSP are good cops doing a good job you can’t let the 49% of corrupt cops shake your confidence in LE)

      Why shouldn’t any state or municipal employee have a right to engage in collective bargaining?
      You sound like a can’t cunt non hacker that’s jealous beyond measure or maybe a cop hater or possibly an unskilled individual with no prospects of ever getting ahead in life because you don’t know shit and your motivation level is pretty close to the zero mark.

      If you are in Public Safety, your every action is potentially scrutinized and second guessed by some who have never taken the same risks or worked the same hours such as nights, weekends and holidays, having to report to work because you are essential personnel, even in statewide emergency weather conditions. It’s not all gravy and easy money. You’re guilty until proven innocent whenever disciplinary action is a consideration.

      I wear a uniform but I’m not a statie.
      Some of them really do have the attitude that there are state troopers, then all others who are lesser mortals.
      Some are cool as hell and those guys usually worked in other agencies prior to the MSP.
      The worst thing in the world is a young, dumb and full of cum 21 year old getting indoctrinated and being handed a badge and smokie hat.
      They have shit for life experience, especially the non veterans. Vets at least get a crash course in the realities of life, like accountability, loyalty and dealing with diverse cultures.

      If the various uniformed employees didn’t have union protection, management would run roughshod over their rights and livelihoods. Just like in the private sector except it’s sometimes a lot worse.
      We’re simultaneously disrespected and held to a higher standard than most. It’s a neat trick that management pulls off like a pro.

      If the average citizen only knew how it really is, they might not be so critical.

        So I think I misunderstood initially, I took it to mean that turtle bae was saying it wasn’t possible to calculate 49 percent of 36, not that the math was wrong. If you want to get technical, and I know you dont, its actually 17.64 cases that would be 49%. But since you cant have .64 of a case, I rounded down to 17 cases giving him the benefit of the doubt on that one .64 of a case.

        So maybe keep the raging cock monster inside your heart at bay, since we are both on the same team.

    The Massachusetts State Police are the most corrupt and dishonest police organization in The United States. The only solution is to disband them as this story shows they are not serious in reforming their organization.

    They are criminals. They are liars. Turtleboy printed an article yesterday about the lawyer bringing drugs into a prison. The investigation was conducted by a trooper so I wouldn’t put much trust in it.

    They lack integrity….their testimony should be completely discounted in a court of law as nothing but a fairy tale.
