Earlier today we published this blog about a Shirley Police Lt. who on two separate occasions failed to investigate serious allegations of child sexual abuse, and was still given an award from DCF for protecting children.

She was suspended for 5 days without pay by the chief, and justifiably so. She was later fired after more infractions. But because she is a woman of color she rallied the idiotic white people in Shirley to rally behind her and treat her like she was the one who was victimized. State Senator Jamie Eldridge led the hit parade against the chief, accusing him of attacking women and minorities. This led to a recall of the two selectmen who voted to fire her, and they were replaced by two people who reinstated her with a promotion and a raise, and fired the chief instead.

I just wanna say what a piece of shit Jamie Eldridge is before going any further. This human garbage who voted to give himself a 40% raise has the NERVE to attack this police chief for doing his job by painting him as some sort of sexist. And all because he has a certain agenda that helps him stay in office – pretend to care about women and minorities, despite being an unmarried man in the nearly all white town of Acton. We spoke with one of the victim’s parents after this, who reached out to Eldridge to speak with him about their concerns. He refuses to return their many calls or emails. This is the parent of a victim of sexual abuse, and Jamie Eldridge wants nothing to do with him because he’s white and male. He must’ve got his training from Bernard Law. What a God awful person Jamie Eldridge is.

Anyway, there’s more to this story. Much more. For starters it’s not the first time Lt. Cromwell was suspended for her behavior:

Shirley Police Chief Greg Massak and Sgt. Alfreda Cromwell are miles apart when in comes to what each considers the facts in the investigation that led to Cromwell’s three-day suspension, later overturned by selectmen. Cromwell, who is acting chief while Massak is on family medical leave, said she wants to get the whole story out so residents can make their own conclusions about the investigation and the hearing.

“I believe in full disclosure, and I want everybody to know I have nothing to hide,” said Cromwell. “I didn’t do anything wrong and people should know that.”

Cromwell chose to not be represented by the union or its legal counsel, she said, because she was unsure on whose side they were really on.

“I will tell you I was very confused about their role in the situation. What came out came out,” she said. “I was told by the union president that his role was neutral, but I wasn’t aware that was his role.

In Massak’s notice of disciplinary action to Cromwell, issued June 29, the chief noted “as a superior officer, your levels of responsibility and accountability are held to a higher standard than that of a patrol officer.”

Massak interviewed witnesses at Sean Patrick’s Restaurant in Lunenburg, including waitresses and the owner, who indicated that a “very attractive female” was seated in the bar area of the restaurant wearing a long-sleeve shirt and black pants and was facing the door. They said her right side was facing the bar. They also said it appeared she was wearing her badge and department-issued gun, according to Massak’s report.

“They said they knew this attractive female from being a customer who had come into the restaurant on several occasions,” the chief wrote. Witnesses told Massak that Cromwell, with her friend Roberta Aikey, stayed at the same location for about 90 minutes and left through the front door.

“I asked them if the gun made them feel uncomfortable and they indicated it was unusual to see someone with a gun drinking, and it made them feel a little uncomfortable,” Massak wrote.

The chief also indicated that during his interviews, many of the staff told him they were “obviously bothered that a person would sit at a table and consume alcohol while wearing a firearm, especially a person wearing a badge.”

Sgt. Peter Violette, the senior ranking sergeant on the force, conducted his own interviews with all the witnesses who were working at Sean Patrick’s, who said they had seen Cromwell in the restaurant before but did not recall seeing her and Enrico and Carol Cappucci, who they believed to be her parents. Cromwell and Cappucci both said that Cromwell wore a lightweight jacket around her waist during the entire night to conceal her weapon and badge, but nobody remembers seeing the jacket, the chief’s report indicates. Massak also noted that during the initial investigation, Cromwell said she intended to have dinner there but then had a drink with Aikey.

“She had no answer to what happened to the jacket,” he wrote.

Cromwell told the chief she intended to have dinner with the Cappuccis after seeing a home for sale in Lunenburg, but when they arrived at the restaurant, she saw Aikey, and sat down with her. Massak’s report says she did not have dinner with them, but instead spent an hour-and-a-half with Aikey. In his report, Massak also noted that Cromwell said she only took a few sips of her alcoholic drink, and while he believes she was never intoxicated, the public perception played a key role. 

“The public perception of a police officer wearing a badge and firearm while drinking, then going and getting behind the wheel of a car is that we are above the law and can do anything we want,” Massak wrote. According to the Shirley Police Department’s rules and regulations handbook, officers are prohibited from consuming alcohol off-duty while still wearing any portion of their uniform.

As a result of his investigation, Massak suspended Cromwell for two days without pay for conduct unbecoming an officer, and an additional three-day suspension for lying. She was ordered to serve the latter suspension in July, and the two-day suspension was placed on hold for a probationary period of 18 months. If there were no other violations during that time, those two days would be removed from her record, the chief said.

“You were advised of the seriousness of not telling the truth during the meeting on May 24, 2012, and should receive the maximum penalty of termination, but I have taken into account your excellent record as an officer of the Town of Shirley and have decided to impose a lesser penalty,” Massak wrote in his notice of disciplinary action. If Cromwell is involved in any further disciplinary incidents, she may face further action, including suspension of more than five days, demotion, and/or termination, according to the chief.

The tip came in from a Massachusetts state trooper based at the Leominster barracks, who was at the restaurant with another off-duty officer. Massak said neither had their service weapons with them, and while they had nothing against Cromwell, they felt it was inappropriate for her to be there with her uniform on.

So basically she was at a bar/restaurant in Lunenburg, drinking alcohol while displaying her department issued firearm and badge. Ya know who does something like that? A cop who thinks they are above the law. Someone who is so confident rules do not apply to them that they are willing to do it in front of a bunch of strangers.

Additionally, the town did not follow protocol for her grievance of the suspension:

Massak also said Friday he believes the proper protocol for grieving a suspension was not followed in accordance with the officers’ contracts. He said the suspension first needed to be grieved to him via the union, which was done. When Massak denied the grievance, it was then grieved through the union to the selectmen. He said the selectmen have 30 days to respond to the grievance, and if they were to find in her favor, a hearing would then take place after that 30-day period. Instead, he said, the hearing was held before the selectmen made a decision on whether they supported the grievance.

So basically the board of selectman once again bailed her out and got rid of the suspension from her record. Instead they went after the chief for violating protocol by looking into the woman she was with at the bar.

She was there to allegedly meet up with Carol and Enrico Cappucci. Rico Cappucci was the one selectman who voted against her termination in 2016, and the only one who was not subject of the recall vote. This is the guy who is protecting her:

He was not a selectman in 2012 when she was suspended for the first time, but as a former police chief himself, he had a lot of sway and spoke in her defense:

“If a police officer is in a bar and they have four or five empty beer bottles in front of them, and are screaming at the sporting event on TV, that’s inappropriate. But if they go in and have one drink with dinner, I don’t see any problem in that,” Cappucci said, while noting that he and his wife have a good relationship with Cromwell.

“I would recommend her as chief for any town, and in the long run, she will wind up being a city chief,” he said. “I have appointed 12 chiefs, either working privately or through recommendations through other towns. She is, by far, the brightest I have ever recommended. … She could be the chief here tomorrow, no doubt.”

You have to be kidding me. No, you cannot drink at a bar and drive home in uniform. Order a freaking Sprite if you want to watch the game. This guy made it clear with that statement – he is hellbent on making sure she advances through the ranks. He got her out of a suspension and a termination. Then he got her a promotion to Lt. Rumor is the new police chief in Shirley isn’t going to last long, and she’s going to take over. Hence, “she could be the chief here tomorrow.”

She ultimately got away with this infraction because the board of selectmen said they couldn’t prove she was drinking. Except she admitted to drinking at least half a drink before driving home to Weymouth.

Which brings me to another question – how the hell does someone living in Weymouth end up working in Shirley? It’s over an hour away. How did he find her down there? Sources are telling us that he met her at a strip club and became infatuated with her, but these reports are unsubstantiated.

Now get this – the Cappucci family is basically Lt. Cromwell’s sugar daddy. Here’s an email from Rico to Cromwell in 2010, in which he calls her “something special”:

Here’s an email from JetBlue, confirming a flight to Aruba for the Cappucci’s, Cromwell, and a friend:

Gee, I wonder who paid for those?

And here’s an email from Cromwell to Carol Cappucci in 2014, with the subject, “thank you for the Amazon gift card”:

Keep in mind, she was reinstated to her job in 2012 two years prior to this. And now she’s getting gifts from the guy who is protecting her.

Massachusetts State Ethics Laws are crystal clear when it comes to accepting gifts:

The state’s conflict of interest law, G. L. c. 268A, restricts gifts and gratuities that public employees may receive.  The phrase, “public employee,” includes all Massachusetts state, county and municipal officials and employees, whether part-time or full-time, paid or unpaid, elected or appointed. With regard to gifts of substantial value – in other words, gifts with a value of $50 or more — issues may be raised under G.L. c. 268A, § 3 or § 23(b)(2)(i). 

Not sure how much the gift card was for, but it’s safe to say the plane tickets to Aruba were more than $50. And as a public employee it is illegal for her to accept them. She knows that. All public employees have to take this test and sign it after it’s completed. Ask any teacher or cop who’s had to go through this. Teachers can lose their job for accepting Christmas baskets from kid’s parents. Yet a cop can have her sugar daddy on the board of selectman bail her out for serious offenses and keep her on the job.

Shortly after this in 2014 Cromwell applied to become Chief of Police. She did not get the job and Cappucci lost his Goddamn mind:

To the best of my knowledge the committee met and reviewed the 20 or so applicants for the new Chiefs position during the July/August 2014 time frame and as a result of this committee with all their combined law enforcement experience opted not to recommend Sgt. Cromwell for the next phase which was the actual interviewing of the finalist by the committee. This vote by the committee not to recommend Cromwell was 5-0 and I was informed that “she just did not have the requisite time in grade or experience, having just under 7 years in a department and less than two in a supervisory position“.  In my opinion when you have a committee with this wealth of experience you must listen to their advice. The goal was then to have the committee orally interview the finalist and narrow that group to three to present those finalists the Board of Selectmen. Which was done and the Selectmen ultimately selected our current Chief (Thomas Goulden). The day it was determined that Cromwell was not recommend to the next step and was notified of this, I got a call from Cappucci who was absolutely out of his mind with anger. He started by yelling loud enough that my husband was able to clearly hear him (We were sitting on the back deck having coffee at the time)  He told me I did not work hard enough to get the Allie the position, that I should have used the “Woman Card”, that he was bitterly disappointed in me, and that I ruined Allies career. During his shouting I hung up on him and he called back calmer and then his anger elevated and I hung up again. He told me just before hanging up that he promised Allie the Chief’s job and she would get it with or without me. At this point our relationship ended and since then we have not had any personal dealing with the Cappucci family.

Are you kidding me? Play the woman card? He promised her the job??? What the hell is going on here?

Here’s the best part – in 2016 when she was terminated, he refused to recuse himself despite his obvious bias and personal relationship with Cromwell:

Due to this obvious violation of ethics laws a complaint was filed with Attorney General Maura Healey’s office. Guess what they did?

NOTHING!! No violations to see here!! Just a sugar daddy who promised a random hussy from Weymouth that she could be the chief of police in his town some day. A man who freaked out when she did not get the job in 2014. A man who has bought her countless things, was meeting up with her for dinner in 2012, and who refuses to recuse himself on votes that have to do with her. Somehow this does not violate ethics laws!!

Look, we’ve always been a supporter of the police, but clearly there are many cops who cannot be trusted. I can’t read these stories any more without my blood boiling. If we can’t trust the police then we don’t have law and order. I’m not saying all departments are like this (most are honorable, upstanding, and filled with great people), but clearly the Shirley Police Department as a whole is corrupt. And quite frankly I wouldn’t trust a single officer in that town. I wouldn’t drive through that shithole town, which for some reason has busy MBTA railroad tracks that cross Main Street:

    Say, this smear piece on Cromwell (by the way this is doxxing, you may want to look up what that means and what that is going to entail for you) wouldn’t be retaliation against her for certain Disqus comments that were peppering some published articles a few weeks back now would it?

    Because if it is…you and the Shirley PD are going to look very foolish (which is really not hard for the Shirley PD to do given my experience with them).

    I’ve never met Cromwell, I’ve never talked to Cromwell. Didn’t even know who she was until I Googled my old friend Laprade.

    It all comes down to quality control. Hire shit and you get shit. I’ve seen this countless times. Once upon a time, I was in charge of hiring processes for police officers. After an exhaustive search( non civil service) interview process, background investigation, we as a committee would recommend to the hiring authority our choice. Several times, due to “friendships” or political connections, the hiring authority would by-pass our recommendation and hire their “pick”. Wanna guess what happened? Lawsuits, disciplinary complaints, citizen complaints against their “pick”. They make the decision, and we ( the department) get left holding the bag with someone unsuitable for the job. And in the end, the Town and hiring authority end up with a monumental pain in the ass. Seen it countless times. Frustrating? Oh yes. Leigha Genduso is an example of this that TB readers can relate to.

    Alfreda – rookie move at any LE level. Never *show* your weapon and/or wear your uniform off duty – especially in a bar. Where I live, most (respected) places would have called your superior and you would have been booted IMMEDIATELY.

    Looks fade, corruption and [lack of] ethics stay. Enjoy the ride while it last. I hope the families of those boys sue the shit out of you. Those boys will grow up soon enough and I hope they have a great support system and turn this into something positive (advocate and defend children that YOU couldn’t).

    ‘Clouted’ police and ‘merit’ promotions have destroyed the Chicago Police Department. But I’m sure an attractive Chief will improve the Shirley PD’s morale regardless of how she got there, because diversity and inclusiveness is always better than complete transparency when promoting people.

    A man once hailed as “one of the most respected Islamic scholars in the country” was sentenced to death today in an Egyptian court after being found guilty on charges of inciting murder.

    Dr. Salah Soltan, a senior member of the international Muslim Brotherhood, lived and worked in the U.S. for more than a decade.

    He is still listed as a member of the Fiqh Council of North America (FCNA) on their organizational brochure.

    Al-Ahram reports:

    A Cairo criminal court sentenced Mohamed Badie, the Muslim Brotherhood’s supreme guide, and 13 other leading members of the group to death on Monday for inciting murder in the now infamous case known in the media as “Rabaa control room.”

    The 14 convicted include Muslim Brotherhood spokesperson Mahmoud Ghozlan, former Kafr El-Sheikh governor Saad El-Hossainy and preacher Salah Sultan. The court has also set the date of 11 April to announce its verdict concerning other defendants in the case.

    Salah Sultan, who fled the country for Bahrain last March after having his citizenship application denied for his terrorist ties. Sultan was subsequently videotaped with several designated terrorists when he was a keynote speaker during a terror confab held in Doha, Qatar back in July. Al-Aulaqi and Sultan are also both tied to a known HAMAS fundraiser, Mohammed Al-Hanooti, who federal law enforcement authorities have claimed has raised millions of dollars for the terrorist organizations and who was also named an un-indicted co-conspirator in the 1993 WTC bombing.

    The third member, another brother of [Hafiz Mohammed] Saeed named Hamid arrived in the US in 2001 for a programme at Harvard University. But one of the reasons, said sources, was that the US discovered that he used to run a safe house for LeT terrorists in Moon Chowk, Lahore, and that his imam activities in the US were all about teaching jihad to youngsters there.
