Police departments instructing their officers to have ticket quotas is illegal in Massachusetts. But lots higher ups do it anyway because they think the law doesn’t apply to them. We saw it with the MSP when FORMER Major Susan Anderson got caught trying to make troopers meet monthly benchmarks.
Cops don’t like quotas because it’s unprofessional and assumes that they won’t do the job on their own. Plus, they’ve got actual crimes to solve, prevent, and investigate. Civilians don’t like it because the single mom coming home from work all of a sudden has to pay for a ticket and subsequent insurance hike premiums when they get busted going 65 in a 55.
But yet it happens anyway. Here’s an email that was sent to the rank and file at the Lynn Police Department from Lt. Dave Brown:
Monthly citation standard? Sounds like a quota to me. We reached out to the Lynn PD to speak to ask them about this, but no one there seems to know anything about quotas. But the email is legit, and it comes from a verifiable source. Perhaps we will get an answer after this blog is published.
Lynn is a shithole. There’s gangs and murders and all sorts of ratchet madness going on. Cops there can’t even get a cup of coffee because SJW poopyheads won’t serve them in their establishments. The cops should be allowed to do their jobs and focus on the important things that need to be done instead of driving around looking to meet monthly quotas so the higher ups can put a nice looking chart together.

funny how these rank hide their whole career doing nothing but studying for exams then order those under them to do way more than they ever did. Hey Lt. how about posting your “standards”?
Everyone keeps saying that ticket quotas are illegal, show me where in the law it says this?
Still dumb enough to send email. Amazing they did not learn by now, especially being cops.
I would rather the officers make their quotas than show up drunk or sell drugs …
Oops my bad – that is the MSP. Yeah LPD, go chase those illegals instead of the illegally parked…
Lt. Brown….some of the commenters on this blog weren’t born yesterday. A wink and a nod equal a ticket quota ….. Second on the list of the honor roll is arresting teenie-boppers for shoplifting the ‘just released’ DVD. Massachusetts cities and towns such as Lynn, and similar – to Boston, Cambridge, Brookline, Hingham, Dover, Hyannis, …etc, have bigger problems than reckless drivers. Such attention to ticket standards is pathetic Leave the low hanging fruit to rot and deal with the opioid carnage, and here I refer to the drug sellers of all varieties, including criminal MD’s. They must laugh knowing local police divert valuable time and resources to relatively minor annoyances while they make the big bucks in their heinous drug selling.
If you are driving through Lynn you deserve to get a ticket on sheer principle alone.
Knew it.
Are you ignorant? Read it again… It’s a MONTHLY, CITATION, STANDARD. Not a quota. A STANDARD. Quotas are illegal. Quota has a Q in it. Standard is a level of achievement. I hold all of my officers to a high STANDARD. As in they have to collect a high amount of revenue if they want to keep their jobs. No, scratch that… It’s a STANDARD of excellence. The top ticket writer gets to take one item from the evidence room… errr, I mean PRIZE CLOSET!
Dude, really. A standard isn’t a quota, yeah we get there’s a “q” in quota, I’d the first letter in the word, you dunce! As far as a “monthly citation standard” what exactly is the difference between that and a quota, aside the spelling and pronunciation? I mean one can only assume “monthly citation standard” just means the standards for the number of tickets given, I mean that’s what it is, right? If not, than what exactly does it mean?
Q… U… O… T… A. Quota.
S…T… A… N… D… A… R… D. Standard.
See. Completely different. Perhaps your second grade teacher could meet with you to review reading comprehension and phonics. My standards include spelling, penmanship, artistic flair, etc. If the writing officer makes a cute little picture or uses emojis, I give bonus style points that apply to my published standards score. IF, I were to have a quota system, (and that is only an IF… just like OJ Simpson’s book, “If I Did It”) I TOTALLY wouldn’t be a big enough dunce to send an email calling it a monthly citation standard. That would totally jeopardize my prize closet program that my officers seem to really enjoy.
Stop using the racist letter “S” in your writing. Since you are the police, I know you are a racist, so you need to get woke. “S” is a minority letter representing our Struggles and our need to the Blackface Letter usage of the alphabet to stop. Stop also starts with ‘s’ and that means stop being racist by using the letter ‘s’. Only non-white people may use the letter ‘s’ when writing, but it is preferred if they use a different colored font than black. Black fonts are racist. When a white person uses a black font, they can wipe it off as soon as they turn off their computer.
Point taken. I will no longer utilize that offending character. I carefully worded my reply to avoid that character altogether. Come down to L.P.D. for your turn in the PRIZE ROOM!
How is this possible when the worst drivers out there by far are the damn cops? They drive to endanger and follow no rules.
Another cop who isn’t one of “the good ones”. So sad, it’s making me lose my trust in law enforcement. But, I’m sure that aren’t anymore out there and this is the last one.
Bitch about this one TB. Force the “MSM” to look at this one.
Howie???? Howie??? How about bringing this up and giving some props to TB this afternoon?
Lt Dave?
The Sutton PD chief requires ticket quotas too. Google it.
