Turtleboy Investigates

Sources: Mass State Police Lt. Colonel Dan Risteen Covered Up Cell Phone Information From Lt. Governor Tim Murray’s 2011 Crash, Helped Cover Up The Alli Bibaud Scandal And Got His Hot Dispatcher Girlfriend A Coveted Gig In The MSP

On November 2, 2011, then Lt. Governor Tim Murray was involved in a single car accident on 190 in Sterling, at around 5 AM. Murray claimed at the time that he was driving the speed limit, and was out that early in the morning, on the very slippery and dangerous roads, because he was doing surveillance from the recent ice storm:

Murray, a Worcester resident, said he awakened early and had gone out to get coffee, pick up a newspaper and survey damage from the weekend snowstorm. The car spun out, he said, when he hit a patch of black ice.

Meeting with reporters after the accident, he said “I believe I was driving around the speed limit.” Kelly’s report notes that Murray at the scene told him he was driving within the 65 mph speed limit posted for that section of highway, but the report does not say whether officers at the scene tried to verify his speed before the accident.

Except the more it was investigated the more it came back that Murray was not being truthful about his speed or falling asleep at the wheel:

An article in today’s edition of the Daily Hampshire Gazette examines the findings of Northampton based Accident Analysis Group, which examined the ‘black box’ in Murray’s car. Published reports in today’s editions of the Boston Herald and Daily Hampshire Gazette continue to raise questions and cast doubt on Murray’s claim that he fell asleep behind the wheel of his car resulting in a 108 mile-per-hour crashAn article in today’s edition of the Daily Hampshire Gazette examines the findings of Northampton based Accident Analysis Group, which examined the ‘black box’ in Murray’s car.

“I don’t see evidence here of someone asleep,” said analyst James Verhasselt, who reviewed the data and discussed it with the Gazette on Wednesday. “I don’t see anything to support that theory.”

He was also lying about wearing a seatbelt, and although he was not sleeping, he never hit the brakes:

The box, which recorded data 20 seconds before the crash and five seconds after impact, shows Murray’s state-issued vehicle was going in a straight line and he never hit the brakes. The data also showed the Lieutenant Governor was not wearing his seat belt.

So it’s not even debatable that he lied about a number of things on there.

Another thing that made it shady were that cell phone records were never released:

Bay Staters may never really know what happened the morning of former Lt. Gov. Tim Murray’s mysterious 2011 car crash after the Baker administration this week denied a Boston Herald public records request to finally release detailed cell phone records.

So the public was left to speculate about exactly what happened. At the time Turtleboy did not exist and I generally trusted the people who governed us to be truthful. Now that we started this blog, we all know better.

The one journalist who was actually investigating this relentlessly was WTAG talking head (formerly of Fox 25 News), Jim Polito:

But Jim is very right wing, so many people just dismissed his investigations as being politically biased since Tim Murray is a high ranking associate of the left wing McGovern Crime Family.

For the record, I’ve never minded Tim Murray the way I have the rest of his pals. I think Tim Murray at his core is a decent human being who climbed his way to the top, and in order to do so he did some things that were beneath him. He’s never been the kind of left wing politician to get caught up in identity politics and personal attacks, like McGovern, Petty, Joe O’Brien, Maura Healy, and the rest.

Make no doubt about it though – Jim Polito was 1,000% right. We don’t always agree with Jim, but he, along with Howie Carr, were the only media members who would not let this story die. He actually created an app for the crash site that you can download and check in when you’re passing it.

Additionally, a million questions remain. Why did he lie about picking up coffee? If he couldn’t sleep, then why is he sticking to the lie that he fell asleep at the wheel? Who assesses storm damage on the highway in the pitch dark? Who assesses storm damage going 108 mph?

So then why did he do it? Clearly this was not an accident. No one drives 108 mph at 5 AM in icy conditions. No one who has any desire to live would do so without wearing a seatbelt. And that’s what many, including Howie Carr, have openly speculated – this was a failed suicide attempt. To me that’s the only thing that makes any sense. Just look at the skid marks or lack thereof:

He made no attempt to stop.

But why would a father of two, who seemingly had a nice little niche for himself carved out, feel the need to end his life? Well, coincidentally at this same time Chelsea Housing Director Michael McLaughlin was being investigated for picking the pockets of poor public housing tenants in order to enrich himself (his salary went from $77K to $360K) and make sure he received a “super charged pension.” And it just so happened that Michael McLaughlin and Tim Murray were tied together:

Also testifying Wednesday was Francis Stewart, an electrician who works at the Lowell Housing Authority. Stewart testified that McLaughlin called him in 2009, asking him to donate to the campaign of then lieutenant governor Timothy P. Murray. Two years later, said Stewart, McLaughlin called him and urged him to lie about who asked for the donations if he was ever questioned by investigators.

Why would McLaughlin feel the need to tell a random electrician and order him to lie to investigators about why he donated to a politician two years ago? Unless of course Tim Murray was somehow involved in the scandal. Murray was already under investigation for illegal campaign contributions from McLaughlin. And this is unusual:

According to the Boston Globe, Murray and McLaughlin called each other more than 80 times between March and October. Murray also denied he helped McLaughlin’s son Matthew get a job with the Board of Appeals.

Eighty times? And McLaughlin was telling people to donate to Murray’s campaign, and as a result of this his salary skyrocketed and his hack kid got a high paying taxpayer funded job? Yup, nothing shady about that!

The theory that’s been floating around was that the crash was a suicide attempt gone wrong by Tim Murray. And to me it’s the only thing that makes sense. His buddy McLaughlin was going to jail, and he thought he was next. What he did that morning was a death wish. It’s a miracle that he survived, considering this was the car:

He wasn’t expecting to survive, so he needed a story. That’s the best he could come up with. It’s like when your Dad comes home from a suicide bombing.

Awkward.

And conveniently the MSP who investigated the crash concurred that Murray did indeed fall asleep at the wheel. But remember, this directly contradicts the findings of experts:

“I don’t see evidence here of someone asleep,” said analyst James Verhasselt, who reviewed the data and discussed it with the Gazette on Wednesday. “I don’t see anything to support that theory.”

Don’t worry though, Timmy landed on his feet just fine. He resigned as Lt. Governor in 2013, and landed a gig as the top dog as the Worcester Chamber of Commerce, where he gets paid well over $200,000 a year to do basically nothing. As head of the Chamber Murray has vast economic power and influence. He gets to appoint all his friends to high paying positions, and they get to endorse candidates and make recommendations to the city. The Chamber is home to many powerful businessman, and can basically oversee economic development in New England’s second largest city.

Now that you’ve got that background, a source from the Massachusetts State Police sent us a letter at our corporate offices alleging serious corruption once again amongst higher ups in the MSP. And it involved Tim Murray’s mysterious crash:

Just to review the allegations in this letter:

  • Lt. Colonel Daniel Risteen previously had the premier gig for the MSP – the Logan Airport job. But he lost that because he abused his power by running the plates of hot chicks and getting their info that way.
  • Naturally he was promoted to Major for this in Troop C (Central Mass) and was in charge of the investigation into Timmy Murray’s crash. Susan Anderson is now in charge of Troop C, and was also involved in the coverup of Alli Bibaud’s arrest, which also took place on I-190.
  • Murray had 3 cell phones which were seized by Dept. Supt. Stephen Matthews, who allegedly conspired with his brother Lt. Colonel Frank Matthews, and Supt. Marion McGovern to make sure the contents of the cell phone were never made public. This would explain why the cell phone records still have not been released to date. Murray was all too eager to submit to a breathalyzer in order to prove he wasn’t drunk, but he refuses to hand over the cell phones to the IG’s office.
  • Stephen Matthews did this solid for Murray because he assumed that Murray would scratch his back and make him Colonel, and his brother Frank Deputy.
  • Matthews and Risteen refused to cooperate with the Inspector General’s investigation of the crash, and the IG’s office believes it was a suicide attempt.
  • Matthews actions became public knowledge because his buddy Major Rich Prior opened his mouth about it at a golf tournament, voicing his displeasure that Matthews was not appointed Colonel. Thus why they call him “cement head.”
  • Steve Matthews allegedly has some involvement in a medical marijuana franchise in Worcester, that was overseen by Murray’s Chamber of Commerce. Many believe that this was how Murray repaid the favor for the cell phone coverup, since Matthews is from Marshfield and has zero connection to Worcester.
  • Majors in the MSP make much more than Captain’s, leading to a group of climbers who are incentivized to keep their mouths shut in order to rise in the ranks. Troopers who act as whistle blowers and raise concerns about corruption have no shot at advancement. Troopers who kiss ass and help politicians cover things up get paid handsomely, and there are 17 majors making more than $200,000 a year.
  • This bloated pay at the top of the ladder has led to a insufficient amount of troopers and sergeants doing actual police work on the ground.

Pretty serious allegations. And quite frankly we have every reason to believe them in the wake of the coverup in the Alli Bibaud scandal. Major Susan Anderson felt comfortable ordering her subordinates to alter a police report because the order came from her boss. This seems to concur with the letter, which alleges that Majors always follow orders blindly from the top, which is how they became majors in the first place. I’m sure Major Anderson’s salary is likely more than the two troopers she screwed over combined.

So we contacted other trusted sources in the MSP and every single one of them confirmed what was written to us. They just care too much about their jobs to go public. Whistle blowers don’t last long in the MSP.

These sources also told us that Risteen’s past history of using his power to hit on strange women at the airport was nothing new. Although he is close to retirement he had been dating a State Trooper who is 25 years younger than him for several years, named Leigha Genduso.

He met her when she was a dispatcher in Framingham, and they have pictures together going back to 2011.

Since then she became a trooper in 2014,

And despite being new to the job she quickly was given a coveted position on the K-9 unit:

All the troopers we talked to were pretty pissed about this, since it’s a highly sought after job and it went to someone who literally just got on the force. She also gets to work close to home, when most new troopers from her area (Worcester) get sent to plays like Cheshire, Russell, and Shelburne Falls until a newer class replaces them. Take a ride to Cheshire or Shelburne sometime. It’s wicked fun patrolling the mean streets of Colrain and breaking up domestic disputes at the Charlemont trailer park!

They have not attempted to hide their relationship at all since she got the job:

To me this is startling because one of the highest ranking members of the MSP is allowed to date one of the lowest ranking members. How is that OK? Why does the MSP allow this? In what line of work is it cool for the boss to date his subordinates? Have they missed all this “Me Too” shit? Men in positions of authority cannot have sex with women who they are ultimately in charge of. It creates an unbalanced power structure. The MSP, like all jobs, should be merit based. The most qualified should be given the best gigs. Not the people who are banging the boss.

She’s also got tons of pictures of herself partying on Facebook before she became a trooper:

Obviously this breaks no laws. But I know from personal experience, having lived with a guy who was being screened to get into the MSP academy, that they SCOUR through your social media. They come to your house. They interview your neighbors. I was personally asked if my roommate drank alcohol or partied. Luckily he was square, so I had nothing to hide. But it was clear that this was obviously something that the MSP tries to flag before hiring someone.

This further leads us to conclude that Risteen used his influence to get her into the academy. It’s not easy becoming a state trooper. It’s even harder when you have so many pictures like that on social media, unless you’re banging a high ranking Lt. Colonel. Many troopers we spoke with were furious about this. But for the record I don’t blame her, as she has done nothing unethical. He has though.

Given his history, it’s perfectly believable that Risteen would oversee a coverup of Murray’s crash.

But wait, it gets better. Guess who was involved in ordering the Trooper who arrested Alli Bibaud to alter her arrest report? Daniel Risteen:

Sceviour claims that his supervisor said the order to revise the report came straight from Baker’s public safety chief, Daniel Bennett, through Col. McKeon and Lt. Col. Daniel Risteen. Bennett’s office, in a statement to MassLive, has denied any involvement in revising the report.

And conveniently he’s retiring now that an investigation has begun into this by Trooper Sceviour’s lawyer.

The only part of the letter that we received from the trooper which was impossible to confirm were the allegations that the Matthews brothers had been involved in a medical marijuana franchise in Worcester which was given special treatment from Tim Murray because of the solid they had done him by not releasing the cell phone information. Since retiring in 2013, Stephen Matthews opened up a PI business out of Marshfield called Matthews and Matthews Associates:

But cops often do this after they retire and there’s nothing wrong with it. However, if the trooper who sent us this letter wants to email us at turtleboysports@gmail.com we’d be interested in hearing more about that. Until then it’s merely an allegation that cannot be substantiated.

If you have any more information on this we’d welcome you to message the Turtleboy Refugees Facebook page as well.

Thanks for the Bullshit News Article.

Think you ought to cover news that are factual based rather than hearsay bullshit.

Every person that wants to go into law enforcement here in Massachusetts has to either take a private exam that is given through local department(s) t or they have to take the civil service exam.

Everyone MUST pass with the minimum score or better before even proceeding with the background hiring process.

The academy is the SAME for every recruit that goes through it. They have to pass academic / pt standards. They have to pass their FTO ( FIELD TRAINING OFFICER) -training.

There is no such thing as ” Special Treatment” or ” Special Privilege” . Every recruit has to earn their way to graduation with HARD WORK , SWEAT, TEARS.

So gets your facts straight before throwing out a BULLSHIT news article. GET EDUCATED.

A lot of comments about the State police uniform, but one thing bugged me. I don’t think Steve Matthews of Matthews & Matthews, LLC should be allowed to display a picture of himself in a Mass State Police uniform on Indeed.com. It implies some sort of state backing for a private company. If it is not against MSP rules it ought to be.

I saw “The Departed” 11 times and even with the bad Boston accents it showed that the MSP has a cabal of self promoters interested in “me First”.
Can some one tell me, because I can’t remember, how much did Tim Murray pay out of his pocket for the damage to his state car. Looking at the picture, it must have been a total.

    • Chris
      January 5, 2018 at 1:27 pm

As Lt. Gov. why did Tim Murray drive himself? As one of the principal constitutional officers of the Commonwealth (esp. #2) you think he should’ve been driving in the first place? I know there are some conservatives and libertarians who think the Gov. should drive himself to work in his own car (hence why Mass. doesn’t have a Gov.’s mansion), but as one of the principal officers Tim Murray should’ve drove himself.

The only part of this story that is bogus is the claim the MSP need more troopers and sergeants on the street. That agency is shaped like an upside down pyramid. Bloated at the top and overstaffed with people doing made up jobs. Just put all the office troopers on the road and they will be driving into one another.

She went through the same academy as EVERY other trooper. I was along for the ride with her. She has also done DECADES of rescue work and canine training. I am so disgusted with this publication and the belittling of her service to this state. You should be utterly ashamed.

Second: care to remark now? Why do you think she has been fired? Make no mistake, she won’t wver be in a police uniform again. I don’t love all the blame on Leigha either.
Risteen is a pos. Typical bully in blue who used his power to fast track an unqualified candidate. In any other line of work, a superior is never allowed to date a subordinate. It smacks of nepotism and unlrofessionalism. McKeon, Risteen, and on down, are corrupt to the core and it’s aboit time they’re gone.
MSP needs a total cleansing bc there actually are good cops in the ranks.
But to your points about Leigha “working her ass off” etc. you’re full of shit, and if you don’t realize it now, you’re lying to yourself. In a way, I feel for her bc her life as she knew it is over. She had the world by the short and curlies, and now, she is staring at a padded cell wishing she were dead. Risteen will be gone. Nothing to do with her after all hell broke loose. He will be thoroughly investigated bc this story is too big and too public to bury. That bald bastard should have his pension stripped. Same with McKeon.
Hey, maybe Leigha can get back into the pot biz! In case you haven’t noticed, the climate has changed. We know she knows pot well. I

This was a great piece. Well done. A couple of thoughts:

    1) In the military, this is called fraternization. If you’re a company commander, you cannot bang someone in your chain of command, or even someone from an enlisted rank. Period.

    2) I love how these MSP dirtbags like to pretend to be military hardos except for when it doesn’t serve their purposes. See #1, above.

    3) I don’t know about any of you guys, but it boils my bottom that these people literally have the power of life and death over us, and consider us “civilians.”

    4) At this point, the MSP is essentially a gang. No?

    5) Their uniforms make them look like Nazi cosplayers.

    6) When the Framers were freaking about the power of a “standing army” to fuck over the people, they weren’t just talking about a literal army. They were talking of an organization like the MSP.

    7) Beat Army

All what you said is true Kegger, so why would you want an Egghead like LT Col Risteen ruin the whole Department? He uses the MSP as his personal playground. All of the advances that this young female trooper receives will forever be tainted by his association with her.

None of this is surprising. This is Mass after all. Its been happening and will continue to long after we’re gone.

It’s not just who you know, it’s who you blow.

I totally believe that MSP majors are beholden to politicians to keep their lucrative rank and that top MSPs are politically beholden hacks.

However I do NOT believe that Tim Murray tried to kill himself. It is much more likely that he was racing home from having sex with a side piece so he could pull into his garage before the sun came up. That is why you have your cell phones’ records hidden.

As for the statie brass banging the hot aspirational subordinates, welcome to life.

Haha wow MSP candidates have their social media scoured for unsavory content. What about DCF investigators? I personally know one who’s Facebook is chock full of her getting hammered and partying, mind you she is a mother. She loves to laugh and brag about all the kids she takes away and how lucky she is that if she got caught screwing up like them she would be fine because of her job. She regularly works the DCF tip line so chances are if you called to report her you might actually be reporting her to herself. she’s been around her child completely demolished before and thinks it’s so funny that she’s above getting in trouble. Where the fuck is the social media check for these morons?

Again, this nonsense is the tip of the iceberg at the state. It’s always worse than one can imagine and over the years it has not let up. Just another example how dirty the state is. Cliques, coat holders, sellouts, etc. Where would one begin ?

Well done. I’m excited to see the fallout/backpedaling/excuses they’ll come up with now.

    Keep going after them.
