Turtlegram: Saying he is tired of the “disrespect” the City Council and other city officials get from some members of the public on a regular basis, Mayor Joseph M. Petty wants to see changes made to the public participation portion of its weekly meetings. The mayor also would like a police presence at City Hall for all public meetings held there, when possible, following an incident at a council subcommittee meeting last week in which a member of the public is said to have made some committee members feel “unsafe.”
The incident referred to by Mr. Petty occurred at last Wednesday night’s meeting of the City Council Public Health and Human Services Committee. Toward the end of the meeting, District 4 Councilor Sarai Rivera, committee chairman, said a member of the public engaged in “personal attacks” and became “verbally aggressive,” making her and her colleagues feel unsafe.
While Ms. Rivera did not identify the individual, the meeting featured an exchange with William T. Breault, who heads the Main South Alliance for Public Safety, over the issue of homelessness.
“It’s one thing to have a difference of opinion, and it’s one thing to be even kind of passionate,” Ms. Rivera said Tuesday night. “But it’s one thing when people come to our meetings with personal agenda. At that point, I’m feeling unsafe. It goes beyond a level of disrespect.”
Mr. Petty said what happened at the meeting was “unacceptable.”
“The City Council is very respectful to everyone and allows people to speak,” he said. “But what happened last week was an outrage. I have city councilors not wanting to go to their meetings because of what happened. I can’t have that; I just can’t have that.”
“I’m tired of the disrespect we get on a regular basis,” the mayor said. “It’s not going to happen anymore. Whether we change the beginning of the meeting — I’m all for that — or go back to what we did in the past. There have been times when it was an hour before we were able to begin our meeting.”
No, this is not a joke. You read that right. An elected official in Worcester went on the record and officially asked for a safe space. Not just any elected official either – Pastor Sarai “ti-ti ho” Rivera. The most cruel, venomous, evil, ghettofied city councilor that Worcester has ever seen.

Sarai is somehow the head of the Health and Human Service subcommittee, and as you can see from that video she clearly does not give a shit about what anyone in the community has to say about anything. The woman is the devil. She thinks she’s the Queen B because she runs the shittiest district BY FAR in Worcester. In the last ten years of her and Mary Keefe’s radical “progressive” control of this district, it has somehow managed to look even worse. Here’s an American flag in District 4:
No one votes in District 4, so what Sarai does is recruit an army of 15 year olds and gives them all free t-shirts:
Then they knock on doors, play the “I speak Spanish” card, and promise everyone that she’ll dole out cash to groups like Mosaic if she gets reelected. And when she wins in a landslide she feels like she’s more powerful and popular than she really is. But make no doubt about it – no one outside of District 4 takes her seriously. She is a joke. A District 4 joke.

It’s also ironic that this alleged online pastor would complain about people saying mean things in a threatening manner. Especially when you hear how she speaks to people from her own family:

It’s also hilarious how all of a sudden Mayor Puddy is concerned with civility at City Council meetings. This is a guy who has catered to the worst Worcester has to offer. He has allowed the City Council to turn into Monday Night Raw. Every dooshnozzle in town treats it like open mic night. Like when convicted criminal Orange Julius Jones called Turtleboy “turtle bigot”
Or when OJJ singled out and harassed Councilor Michael Gaffney, saying that he was going to file a Freedom of Information Act to read his imaginary emails with “Turtleboy” (whatever happened to that FOIA request OJJ?)
Or when he lectured the City Council about how “Turtle bigot” runs the City:
Or when convicted criminal and Worcester State professor Sonya “Boom-Boom” Conner told the whole City Council that they need to stop harassing students at North High:

Or when Sarai’s good friend Nate Pickens, who unlike Billy Breault has done time in prison and probably is a physical threat, stood up and called Councilor Gaffney a racist in a threatening manner:
This of course is the same Nate Pickens who is good friends with Councilor Rivera. She didn’t have a problem when he was doing this to Gaffney. As a matter of fact she was encouraging Nathan’s delusional racist rants on Facebook:
But now that someone DARED to talk back to her, now she fears for her safety. Because Big Bad Billy Breault, a man who has done SO MUCH more for Main South than Sarai Rivera could ever dream, had the audacity to speak publicly and criticize her at a public meeting.
Isn’t it also ironic that Sarai Rivera now wants an increased police presence at City Council meetings to protect her from Big Bad Billy Breault? After all, she was a vocal opponent of police at North High School, where 1,400 young adults go every day. We don’t need cops to control 1,400 North High students, but we need one to protect Sarai from Big Bad Billy Breault. Makes sense.
Oh yea, and remember in January of 2015 when the City Council was voting for a simple resolution to say that the WPD is doing a good job, despite national anti-police movements in other cities? That resolution failed 9-2. Dicky Rushton and Sarai were the only two who voted against it. Because Sarai doesn’t trust the cops and is 100% on board with the black lives matter terrorists, but yet she wants more cops to protect her from Big Bad Billy Breault. Makes sense.
Then there was that time Sarai lashed out at Councilor Gaffney after the City Council meeting ended. The wicked witch of Main South is quite the vixen when the cameras aren’t rolling.
It’s just so insane we’ve reached this point. If you watched that video you’d see that NOTHING bad happened. A couple citizens disagreed with her about a city policy and they expressed themselves. These are the diehards who don’t miss a meeting and have been invested in this city since the beginning of time. Now they’re being told that they can’t speak at meetings because Ti-Ti Ho feels “unsafe.” And instead of telling her to be a big girl or go get a job at Price Chopper, Mayor Puddy is cowering to her. He let blatant verbal harassment go on against his political opponent Gaffney. But we can’t have Big Bad Billy Breault criticizing HIS GIRL Sarai.

But here’s the best part – Sarai Rivera sent out this angry email, talking shit about Big Bad Billy Breault, shortly before this meeting:
It is my understanding that William Breault is inviting councillors to a mtg he is having regarding the purchasing of the Albion today in district 4. I would like to share with you the following information.
There was a meeting last Thursday with the neighborhood directly affected by the Albion that was very productive that included the residents as well as stakeholders, city staff and myself. We are now in the process of working with the license commission (yet again) on behalf of the residents and continuing some of the work that we have been doing for the last five years (and beyond that for others). Mr Breault was present at this meeting the residents of this neighborhood is a very involved and active one. They are proactive and verbal about their neighborhood. Taking this issue out of their neighborhood is disrespectful to them.
The city administration, myself and residents have done extensive work regarding this property to the point of visiting the property, going in room by room, having the license commission go in there and right now we are working extensively with Commissioner Dr. Castiel to address long time issues with this property.
Much of the information that Mr. Breault provided at the previous mtg is incorrect. The city has gone in on multiple occasions doing a full sweep in that building. Code has made this building a priority. So much so that it may be a main reason why the owner is such a motivated seller. Not only have they done a sweep of this property but of all the properties owned and managed by this property owner.
The administration and myself have been meeting with local clinical providers as well the owner to continue to address ongoing issues. Both myself and this Administration has brought the current owner to the table to stay connected with the residents of the area and hear first hand the concerns that they have.
Dr Castiel has been meeting with providers of the renters that have what is called wrap around services. This has helped to deal with folks who are in need of continual psychiatric care but may be falling through the cracks as well as holding accountable not just the property owner but also providers of services that may be allowing clients to live in poor conditions without reporting it. This has strengthened the level of accountability and oversight bringing it to another level. Mr. Breault has been offered to speak with the Commissioner of Health Dr. Castiel but I was informed that he did not want to do that. He sends out invites and minutes to “his” meetings to councillors, and city administration but has chosen to exclude me as the district councilor. I am more than ok with this but want to provide some of the background to this.
1) It is important for neighborhood mtgs to be open and inclusive to the neighborhood and not to be a platform for personal agendas. Which this most often is.
2) It is important that different perspectives and open dialogue is done without insult , misinformation, and hostility (which often occurs in these meetings with residents that offer a different opinion, and towards city staff and administration). No one should be subjected to false accusations, misrepresentations and/ hostile disrespectful treatment or environments that breathe contention and offer no productivity.
3) We have 5 other neighborhood meetings in this direct area of Main South (between Webster sq and Hammond St) not counting the 2 other ones on Main St between Hammond and Chandler. Which are extremely productive and respectful and prioritize a neighborhood and community agenda and not a personalized agenda.

In other words, she talks a lot of shit about Big Bad Billy Breault and bad mouths him to the entire city. But when he gets up to speak his mind about this email and city issues in his neighborhood, he is told to sit down and shut up because his presence makes her feel “unsafe.”
It’s also kind of funny that she all of a sudden has a problem with “false accusations” and “hostility,” when her good friends over at Mosaic falsely accused EVERYONE of being racist when the city looked into their finances. Just sayin.
The bottom line is that the moment you feel as an elected official that public discourse is making you feel “unsafe” is the moment you have disqualified yourself as a leader. No one has any business serving as a leader if they can’t stomach some public criticism.
