DA Joe Early, Major Susan Anderson Force Troopers To Alter Report For Judge’s Daughter Who Said, “Do You Know How Many People I Had To Blow To Get That,” After Heroin OUI Arrest

Dudley District Court judge Tim Bibaud. A well connected guy who used to work for the DA, and has coached for various teams in the Worcester area.

Judge Bibaud has been an outspoken advocate for a different approach to the opiate epidemic:

“As the opioid epidemic continues to claim lives daily, making the public health issue of substance use a criminal justice issue isn’t helping anyone,” said Judge Bibaud, who launched the Dudley District Court on June 1, 2014.

I don’t necessarily disagree with his philosophy, and I’m not faulting him for that. Just remember that quote later on in this blog.

Back to Alli. On October 16 State Trooper Ryan Sceviour from the Holden barracks responded to a crash at 7:40 PM. Alli Bibaud was the operator of a vehicle that was at fault. During his conversation with Alli, Tpr Sceviour realized that she was under the influence of drugs, searched her, found heroin, and arrested her. She responded with a legendary comment, referring to the heroin:

“Do you know how many people I had to blow to get that?”

A drug recognition expert Trooper Ally Rei was brought in to evaluate Alli Bibaud. The report was written up and submitted, and included the legendary quote, “Do you know how many people I had to blow to get that?”

This has been confirmed to us by several State Troopers who saw the report. However, the current report does not contain this because it’s been altered. That’s because Daddy made a phone call to his good friend District Joe Early, who in turn contacted Colonel Rick McKeon, who then contacted Major Susan Anderson, who commands C Troop. C Troop consists of the barracks in Athol, Brookfield, Belchertown, Leominster, Millbury, Sturbridge, Devens, and of course Holden.

DA Joe Early Jr. is the son of nine term Congressman Joe Early Sr. A well-connected insider who would not have his job were it not for the lucky sperm he inherited. Tim Bibaud used to work for him as an ADA, and Joe was there when Deval Patrick appointed Tim a judge:

Our sources tell us that Judge Bibaud specifically asked Early to intercede on behalf of his daughter Alli. So Early called up his politically connected buddy Colonel McKeon, who made the final call to Major Susan Anderson:

Major Anderson was recently the center of controversy after WCVB did an expose which revealed documents proving that Major Anderson had set an illegal quota of 60 traffic tickets per month that officers in C-Troop had to give motorists. Failure to do so would result in being put on an improvement plan.

The Union isn’t happy about it, and neither are motorists. Quotas are illega, but since she’s not calling them a quota, she gets away with it.

We only bring this up to show you the kind of character that Major Anderson has. She’s not afraid to break the rules and force her troopers to do unethical things in order to be kept off a “work improvement plan.”

After Major Anderson was contacted by Colonel McKeon, Trooper Scevior was brought in, along with Trooper Rei and the State Police Sergeant who approved the initial report with the legendary quote. Major Anderson demanded that they alter the report, and because they were reluctant to do so, they were disciplined. No one was suspended because obviously the powerful State Police Union wouldn’t stand for that. But our sources tell us that they were given negative evaluations due to their hesitance to fall in line and basically lie on a report. Finally the report was altered, as well as the official log of the incident.

We felt comfortable printing this due to the alarming number of Massachusetts State Troopers who reached out to us expressing their outrage. Because the fact of the matter is that Turtleboy is where people go when they want the truth told. It’s the realest news that has ever existed. We are told the union still has the original report, but our message to the Union President was not returned.

This is why we don’t have law and order in this state. Because corrupt judges, corrupt district attorneys, and career climbing cops who act like politicians instead of cops, continue to not hold criminals accountable for their behavior. Especially if those criminals are well connected like Alli Bibaud. The fact that this report was forced to be altered is common knowledge by State Troopers in C Troop, and they’re furious about it. We contacted every state trooper we knew. All of them already knew all about it. Three good cops did the job that we the taxpayers pay them to do, and their superiors forced them to protect a spoiled 30 year old brat who was endangering the rest of us by driving under the influence.

Of course this is nothing new for Alli Bibaud. The 2009 Assumption graduate has been handed one politically connected job after another since she entered the real world. Fresh out of college she was handed a job by DA Joe Early as a Victim Witness Advocate for the Worcester District Attorney’s Office.

She wasn’t paid that much,

but at least she didn’t have to find a job by applying for one like the rest of us! Plus, Daddy was making plenty of money, so at least she had something to fall back on if she really needed help.

After that it was time for a better paying job with less work. And where did you work at that time if you were a politically connected and talentless junkbox? As a toll collector on the Mass Pike of course:

Notice that in 2009, which she was still in school, she was hired as a seasonal worker, and still made more than $20,000. Not bad for a summer job.

Alli Bibaud also loves Facebook Live, and she has a tendency to film herself in various states of fucked up. Even when she was at work, getting paid to hand out tickets that a machine could easily do for her:

I know when I used to go through these things I really appreciated it when the crackhead handing me my ticket was blowing Newport 100 smoke in my face while posting our encounter on Facebook Live. Classy! As she pointed out, she does the overnight shift, which is easy to do when you never sleep.

I assume she’s gonna take her Facebook Live videos down after this blog is published so we saved some of our favorites just to show you the type of ratchet that we’re dealing with here:

Alli is very proud of her father, particularly because while she was working at the courthouse in the job that Daddy and Joe Early got for her, she watched her father be lenient with people like herself:

Driving around all fucked up while recording yourself on Facebook Live is a valuable use of time apparently.

Oh, and she was NOT pleased that we finally closed down those tolls so that talentless hacks like herself would no longer be allowed to steal from the taxpayers by doing a job that a computer could do for us:

Which was a big downer because she’d no longer be able to “sneak into the tunnels” while on the job with her friends:

This is the kind of person that Joe Early, Colonel McKeon, and Major Susan Anderson are interested in covering up for. A complete trainwreck who clearly is a danger to not only herself, but society in general. She’s filming herself driving around with her junkbox friends and she’s crashing into shit. She’s carrying heroin that she admittedly had to give out facial frosting for. And all the big guns were called out in order to protect her from the embarrassment she so deserves. But they can’t protect her from Turtleboy.

This is not only a breach of public trust, it’s outright criminal behavior by the people who we entrust to uphold the law. High ranking members of the Massachusetts State Police, judges, and the District Attorney himself. The only people who have gotten in trouble for this are the three troopers who actually did their job. If any trooper EVER pulled a stunt like this they’d be fired. Just ask Trooper Nicholas Holden, who works out of C-Troop in the Brookfield barracks, and was suspended for two years without pay because he began filming encounters from his squad car when a psychopath ratchet named Tara Brooks began to stalk him. He violated a rule in order to protect himself and has to go two years without a salary. Meanwhile his boss, Major Anderson, gets to commit criminal acts and keep her job. Makes sense.

I do understand as a father why Tim Bibaud made the call to Joe Early. But it’s unacceptable. I tried to imagine what I would do if one of my kids ended up like this. It’s gotta be hard on a Dad. But if you keep bailing your kids out, they don’t learn anything. This girl has been a trainwreck for years and for that she gets rewarded with hookup jobs. She’s not a kid either. She’s 30 freaking years old. How long is Daddy gonna keep enabling her for? I’ll never forget this amazing message a turtle rider sent us:

See that right there? This is why Turtleboy is a great thing for society. The fear of public shame can literally keep you from doing heroin. So while everyone else is enabling junkies to continue their deadly habits, we scare the shit out of them and get them back on the right track.

    Thank you Turtleboy for writing this piece on the corrupt piece of shit that is District Attorney Joe Early. I have my own gripe with his bullshit, and coincidentally enough its also a #MeToo story.

    I was raped by my biological father from the ages of 16 to 20. I moved in with him after never having a relationship to escape the care of my very mentally ill mother. I was manipulated, fucked with, abused, fed massive amounts of alcohol to keep me unconscious, and generally terrified of telling anybody because of how violent my dad was mixed with a lack of faith in there being any help for me.

    I stayed for fear of winding up in a shelter with no money, no family, no car or any opportunity to continue progressing through my education to eventually become a normal, tax paying citizen who could support myself. I am generally a stellar student, and have plans to go to law school after I finish up my senior year this year.

    Let me just say that the District Attorney’s office for the Worcester County was a JOKE. You want to talk about victims being afraid to come forward? They affirmed every fear I had. Their “victim witness advocate” tried fervently to plant the idea in my head that I wouldn’t want to go to court and see my father or his family, and that she has seen this type of situation break up many relationships, so it would probably lead my boyfriend to leave me due to the burden of the stress. When I insisted that I wanted to continue, I offered first hand witnesses, including the younger sister I lived with who was experiencing the first stages of grooming herself before DCF removed her (thankfully). I had family therapy with my father in which he admitted to the participation in the incestuous relationship. I had my therapist waiting over a year to get a subpoena. They even tried to inflict fear in me by kindly reminding me that if I signed a mental health waiver, my father’s defense would have access to all of my records. To which my response was, “Okay, well I have nothing to hide. I am of sound mind and have been reporting this relationship to my therapist for years now, and all of the records reflect this.” Nope. They didn’t care.

    I had a 3 hour audio and video interview with the Uxbridge Police Department that they did not care to look into. I told them how my father had gotten me PREGNANT and wanted to move me down south to have his child. Which was reflected in my therapy notes they did not look at. I poured my heart and soul out. I hired my own attorney to apply some heat to the situation. I relentlessly was the squeaky wheel, always asking if there was anything more I could provide or any more I could do to help.

    I had medical records, phone scrrenshots, witnesses, and a strong composure that they would not have been nervous about if I were to stand trial.

    And they ONLY recommended the charge of Contributing to the Delinquency of a Minor. My dad raped me at least once a day for four awful, fucked up years of my life, and today he only has probation for giving me ALCOHOL.

    I had the majority of the court room crying after my victim impact statement. I had a judge who apologized wholeheartedly to me for the absolute DISGRACE that the prosecution from Joe Early’s office was. She kept reminding me that it wasn’t the COURT’s decision, nor the UPD, but the District Attorneys office.

    I was told by my private attorney that often times these corrupt ASSHOLES only take cases where they could see a benefit from doing so. For example, they’d rather prosecute a drug case in hopes of raising the overall numbers in order to get a grant for a new drug sniffing dog or other things of the sort. My case surely would cost the taxpayers hundreds of thousands of dollars, and so it was not a priority. Incest is not a rampant issue in the Worcester County, so it does not need to be addressed. A district attorneys job is to recommend charges that are likely to stick and be found valid, but also to serve the community’s hot problems.

    Well Worcester County, does this seem right to you? My dad is a concrete mixer driver. He pours at K through 12 schools and university across MA every single day. But he isn’t a sex offender. Nope.

    I met Mr.. Early once in a Honey Farms (of course… where else in Worcester). I immediately introduced myself. He told me to apply for an internship at his office. I brought my case up super politely, because I have some class, even though this guy ruined my chances at any kind of closure or moving on. He emphasized with me, promised me he would pull my file the very next morning and personally take a good look at it.

    Bull. Shit. So if anyone from his office stumbles upon this comment, as they likely will be looking at this article painting this guy in such a good light, yeah if Mr. Early has a hard time remembering little old me, I’m the nice college kid who stopped him in Honey Farms as a last ditch effort to save my case from being deep sixed. Fuck. You.

    This is a story on which the emphasis is and should be law enforcement and judicial corruption in the Commonwealth. But your form of victim-shaming on Alli is unnecessary, mysogynst and utterly reprehensible. You are many things but you are not a journalist and your blog is not a bastion of underground or persecuted independent media. You are an attention seeking gossip monger peddling in hate speech and bullying. Some of us are professionals. Journalists who work real crime beats, have actually been shot at and threatened covering mafia cases in which we don’t have to hide behind immature phrases like ‘well connected ‘ to say organized crime.     My Wife just saw this on Boston 25.

    Now, watch if the office of professional standards will get involved. The conduct may not have been criminal, but now all their jobs are at risk. The issue is use of influence, not to change the outcome of the criminal case but to change the police report. (she’s going to plead to it, that deal is already being work out – she will get a 24D disposition no jail time and just probation.).

    Has anyone reached early’s Office for comment? What about the judge? Did anyone call the judicial conduct commission for comment?

    You sure she was driving? Arrest report you posted reads like she was the passenger. Or 2-car with both drivers had Heroin on them??? Not clear.

    Another question: Should the BJ reference even have been in the report — that’s not illegal, the drugs and oui are. Sure it’s an outrage it got changed, but would “Joe Friday” “just the facts” have put it in there?

    Bigger question: was she actually prosecuted? That would be the real scandal…

    IF Judge Bibaud had the charges thrown out, your outrage would be totally understandable, but all he did was request that a single embarrassing smartazz comment be removed from a Police report, a comment that does not strengthen the case of the Prosecutor in any way.

    More shocking than the daughter’s distasteful sense of humor was the extraordinary effort made by State Troopers to bring your attention to the editing of this particular report. Certainly you know that Police Reports are not written in stone, and are edited on occasion for less honorable reasons than the report they are SO outraged about Could it be this is somewhat political because the Judge prefers getting addicts treatment instead of ineffective Jail time ?

    The drug court wastes its time on some people- there is no doubt about that, but even the Court’s failures learn valuable Iife lessons, but consider the successes, consider please the families that are not burying their troubled child or sibling thanks to Judge Bibaud’s efforts.

    In the past year, this County has lost more people to opiates than we lost to the Viet Cong and North Vietnamese during the ENTIRE VietNam War.

    Like it or not, we live in a State without a death penalty, well…no an death penalty.

    If SNL “Church Lady” style outrage results in Judge Bibaud getting removed over this, I sincerely believe that in the next few years, over a dozen young people worthy of a second or third chance will die due to a lack of his guidance and compassion .

    Let this episode keep the Judge off the State Supreme Court bench, but not from where he saves as many people as an ER Doctor. South Central Mass needs Judges Bibaud-seriously- no bullshight.

      I didn’t realize that people had the right to edit their police reports in order to eliminate embarrassing items. It is up to the DA to decide what information in a police report will be used as credible evidence to prosecute a suspect, with the judge having the final say.

        Rochambeau, I know of Doctors that cultivate addicts, continuing to write scripts even when they know the pills are being abused.

        Then there are the Doctors that create the addicts and abandon their mess.

        So, the Judge that tries to heal, with some success, becomes the poster boy for “no good deed goes unpunished .”

        My motivation is to challenge or prevent a politically motivated counterproductive tragedy.

          Again, you falsely attempt to equate his service on the bench with a physician. Those physicians that you know may have certainly contributed to the opiod epodemic. Fortunately, that type of behavior is completely transparent now. The Massachusetts Perscription Monitoring Program is probably responsible for the 23% drop in perscription opiods. Jeez, if there was only a remedy for public officials to be transparent… Oh, that’s right! There’s actual journalism that exposes public servants’ misdeeds! Look, I don’t have an issue with you providing a counterpoint here. For a moment, your original comment gave me pause. But as I considered and weighed your argument, it became apparent that your comment is really just damage control and the irony of your comment regarding these now dastardly physicians is not lost on me when considering your original logical fallacy comparing this judge with an ER physician.

            The only damage control I am interested in is preventing the damage to our community if we lose a creative alternative to a system that has very obviously not been working at all.

            It disappoints me that my bringing Doctors into the discussion made my concerns less effective. I do not mean to sound unappreciative of the efforts of Physicians, but we had a Doctor in my town that provided pills to hundreds of patients,a and It took extraordinary efforts to take his license, and to my thinking, the death toll qualifies him as a serial killer.

            We need to do more. There are too many one way dead ends. The Commonwealth invests significant $ums providing treatments, yet at least a dozen forner Methadone clinic patients/ customers are no longer with us, and I know many of these people tried. My frustration with the medical Industry is that the same Doctors that are allowed to write Opiate drug script are restricted from providing treatment!

            The drug court is providing one on one “big brother” ( not in the Orwellian sense) care, coaching our troubled addicts instead of just giving a replacement drug of liquid Methadone .

            Please pardon what may have appeared to be an agitated attitude toward Physicians. I realize that insurance companies limit the time they are allowed to spend with their patients . And yes, I am annoyed with the Pharmaceutical industry, but the assignment of blame accomplished very little if ANYthing.

            Regarding damage control, as much as your article hurts the Judges reputation, I seriously doubt it added even ONE percent to the angst and anxiety felt by a parent or loved one worrying that they will get that dreaded phone call. I probably should not have used my name, but if even one percent of those reading this open their hearts and at least pray for our addicts, I am ok with the criticisms that may come my way.

            As someone that spent much of my life in the third world distributing renewable energy systems, I have known many government officials, so I am more tolerant of the imperfections that arise. We both know 30 years ago, the accident may not have even resulted in an arrest.The Judge
            may have tried to avoid embarrassment, but he did not try to prevent enforcement.

            And no, I am not a Lawyer, and if I run for office next year I may have already lost the support of Turtle Boy, but one thing I am certain of- losing Judge Bibaud’s coaching of young people will result in the loss of life, And it may result in lost hope for people trying to fix their lives. I am not saying he walks on water, but he has saved people from drowning . He deserves community support .

      Did the judge dictate to you, or did he give you the talking points?

      Once submitted a report can be corrected, but not altered.
      Removing a suspects statement from a report is altering it, not correcting it.

      And these junkies can stop anytime they want, the stigma has been removed to the point it’s kinda cool being an addict.

          Agreed. Cops become politicians at a certain point, forgetting what it’s like to actual be doing police work. They start shitting on there own troops to help out someone in power that doesn’t probably deserve help. Major Anderson probably hasn’t used her handcuffs since the mid 90’s. I know MSP has a lot of good people, my brother being one, and I know a lot of his coworkers. With 2300 or so troops, the bigger the circus the more clowns you have. You would hope those clowns don’t have a gold oak leaf on thier uniform.

      The father is tarnishing his own name and reputation by calling in favors to cover up for his daughter. I certainly understand WHY he did it, but that does not change the fact that what he requested of the DA and MSP is likely highly illegal. I’m sure the Ethics Commission would not approve of such behavior. He may have wanted the only quote removed and nothing else about the report altered. But the fact that he can make this happen means it can also happen to any police report. Altering a police report is akin to evidence tampering since police reports are used as evidence in criminal trials.

      99% of the time I have great respect/love for law enforcement, but I don’t
      think we should shy away from stuff like this. This is a prime example of having
      friends in high places, or in this case, dad’s place. And this is also why some people
      have have hatred against cops/court/justice system. I won’t lie, I’ve heard some bad stuff
      about “C-Troop.” There’s been rumors going on for ages that a cop(s) there is involved
      in drug trade, so who knows. I have buddies who are cops so I don’t hate them in
      any way, but I think we need to do our best to weed out any bad apples. If this story is true,
      it’s pretty damning and these people have a lot to answer to. I know the MSM won’t be
      telling it, I have a feeling this blog may get the story first.
